Sheet vinyl
In DEQ’s words, sheet vinyl products are always considered friable. A sheet floor that tests positive comes up inside a sealed enclosure, with a DEQ-licensed crew.

Pulling up an old floor can mean taking apart three or four layers built up over the years. We test each one, then take out the sheet vinyl, tile and adhesive that contain asbestos. The subfloor is left bare for your flooring installer.
Sheet vinyl is always treated as friable, so a DEQ-licensed contractor removes it in a sealed enclosure after the 10-day notice. Only intact vinyl floor tile is nonfriable, and a Construction Contractors Board (CCB) licensee can lift it after the five-day notice. We take floor jobs in Gresham, Wood Village and Oregon City.

Tile that comes up whole stays nonfriable, so the crew needs a CCB license rather than a DEQ abatement license. The five-day DEQ notice still applies.
The adhesive under tile or sheet vinyl is sampled and reported as its own layer. It can test differently from the floor on top of it.
Carpet can hide an older floor. If the carpet is coming up, the floor beneath it is part of the survey.
Kitchens and laundry rooms need appliances moved out before we start. Plan where they will sit and how you will manage without them for the job.
Before your installer hauls the rest of the old floor to a Metro transfer station, hand over the survey. Metro checks paperwork on remodel loads from pre-2004 homes.

Not sure what is underneath? Try asbestos testing and surveys, or the home page.
