Before a remodel
Only the area being changed has to be surveyed. A bathroom remodel means sampling the bathroom walls, floor and ceiling, not the whole house.

Asbestos doesn’t look any different from the material around it. An accredited inspector cuts small bulk samples of anything suspect, and a lab examines them. Your report says what was sampled, where, and what each result was.
In Oregon, a home built before 2004 needs that survey before it is renovated or torn down. The main exception is an owner-occupant renovating their own single-family home. We arrange testing in Gresham, Wood Village and Oregon City.

Only the area being changed has to be surveyed. A bathroom remodel means sampling the bathroom walls, floor and ceiling, not the whole house.
Complete demolition or extensive renovation needs the whole building surveyed. That includes exterior siding, roofing and anything hidden in the walls.
If you live in the house you own and are renovating it yourself, the survey isn’t required, though DEQ still recommends one. That changes the moment the plan becomes a demolition.
DEQ can waive a home survey case by case, in writing, before work starts.
Results are only as good as the samples behind them.
Textured finishes need three or more samples per matching area. Other materials need one.
A floor with tile, glue and an old sheet layer gets three separate results. Since November 2018 Oregon labs can’t blend layers, apart from joint compound and tape on drywall.
Keep the report for anyone hauling debris. Metro asks for it.
